It is true,people are different during weekdays specially at work. Sometime it is really hard to manage people at work and HR departments has a tough job to motivate the employees on Mondays after the weekends. People are still in their imaginations or in bed. Indeed work efficiency is a bit low on Mondays, and you can see the efficiency improvement during the week. There are some ways to motivate the employees to work more efficient to get the best out put even on Mondays. Companies or employers should make a nice and friendly environment for the staff to attract them, it is hard to change people's mood but you can motivate them and help them to be happy at work. It is a mutual relation, make your employees happy and you will get the best out put. I can not prescribe a model for all the companies, this is your job to find the best solution for your organisation.
